Rep. Brown: Dereck Davis is the right person to be the next Speaker

Every member should be able to cast their vote freely on the House floor

WASHINGTON, D.C. – Congressman Anthony G. Brown (MD-04) released the following statement in support of Dereck Davis’ bid to be Speaker of the Maryland House of Delegates.
WASHINGTON, D.C. – Congressman Anthony G. Brown (MD-04) released the following statement in support of Dereck Davis’ bid to be Speaker of the Maryland House of Delegates.

“Dereck Davis is the right person to be the next Speaker of the House of Delegates. As a former colleague in the House of Delegates and Lieutenant Governor, I’ve seen his leadership in action. Dereck not only gets results, but he does it in a collaborative and inclusive way.

“There’s been much discussion lately about whether there is a tradition requiring every member of the Maryland House Democratic Caucus to cast their floor vote for Speaker of the House consistent with the majority of votes that are cast for Speaker in the Democratic Caucus. No such tradition exists. In fact, there hasn’t been a contested race for Speaker since long before the days of former Speaker Cas Taylor, who along with Mike Busch were the two longest serving Speakers in Maryland history.

“In fact, the best comparison to be made regarding voting traditions is the vote that a member takes in committee and the vote that the member takes on the same bill on the floor. When a member votes against the majority in committee, and the bill makes it to the floor, every member of the House of Delegates recognizes that the committee member is free to vote on the bill on third reader the same way they voted on the bill in committee. That is true regardless of how a majority of members voted in committee, even the majority of Democratic members.

“In the House of Delegates, we always respected the individual decisions that each member made on a vote, even when we disagreed. We understood that each of us had the responsibility first and foremost to our constituents, and to vote in a way that was consistent with our beliefs and values. The vote that the Maryland House Democratic Caucus takes on Wednesday for Speaker of the House is much like a vote in committee. The vote that will be taken on the floor will be much like a vote on third reader.

“Every member voting for Dereck Davis in the Democratic Caucus should be able to cast their vote freely for Dereck Davis on the House floor, regardless of the majority vote in the Democratic Caucus. Green vote for Dereck Davis on third reader and final passage.”
